Financial Program Specialist (Senior Regional Financial Specialist)

As a Senior Regional Financial Specialist, the incumbent assists in formulating, analyzing and revising the annual salaries and expense regional budget totaling in excess of $500 million. Keeps the Regional Comptroller totally informed as to the financial condition of the entire region through the monitoring of recurring financial reports for the institutions in this region as well as the Regional Office. Incumbent is available to all field institutional Financial Managers for direction, advice and consultation in preparation of their institutional budgets and is aware of the many diversified programs and personnel changes that cause continuous realignment of funds to meet the needs and planning goals of each facility. The incumbent functions as a senior regional technical advisor on a wide variety of issues requiring extensive analysis. The incumbent will perform regional reviews (i.e., unannounced cash verifications) and provide technical assistance in the financial management area. Responsible for identifying issues and recommending corrective actions, communicating with top management of the facility about problems detected and/or corrected, and reporting to the Regional Comptroller. Incumbent is responsible for interpretation and implementation of regulations and directives by the Bureau of Prisons, Department of Justice, Office of Personnel Management, General Accounting Office, Treasury Department, General Services Administration, and other government agencies. The incumbent is held responsible for prompt and accurate implementation for all the above stated directives and regulations concerning budget preparation and control, all financial reports and required records, and management of government property. To be considered for the position, you must meet the following qualification requirements:
Education:
There is no substitution of education for specialized experience for this position.
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience in reviewing all reports and records which are required to be maintained to meet minimum requirements set forth in the regulations of the Bureau of Prisons, Department of Justice, and General Accounting Office. Experience in financial management activities, work flow and organizational techniques used to provide professional leadership and guidance to staff in order to accomplish a wide scope of duties. Experience in formulating, analyzing and revising the annual salaries and expense budget. Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.
