Financial Manager (Regional Comptroller)

The incumbent identifies managerial data requirements and formulates planning and reporting processes to provide both broad and specific financial data which will facilitate achievement of program goals and objectives. Reviews and evaluates the financial significance of all programs and operations correlating the data and events into a broad system of financial control. Responsible for the integrity of the following automated systems for their region:
Sentry Property Management System (control and accountability of personal property); Financial Management Information System (an on-line budgeting system used to allot funds and work years with obligations, work year usage, and staffing levels entered through crosswalks with other systems); Financial Management System (an automated accounting system consisting of four separate but interrelated subsystems:
cost, general ledger, reimbursement and fund availability), ODES (an on-line data entry system), OPAC (on-line payment and collection system), FPPOS (Federal Prisoners Point of Sale System), and ITS (the Inmate Telephone System). Conducts annual budget meetings with institution Controllers, Chief Executive Officers and the Regional Director to determine distribution of the annual allocation based on analysis of institution requests and established needs. Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience dealing with budget management, work flow and organizational techniques. Experience dealing with institutional requirements in the areas of food service, unit management procedures, educational programs,etc. Experience in allotting, controlling, and reviewing appropriations. Experience dealing with realigning funds to meet crisis in the nature of operations and funding impacts. Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
